Amazingly, your police bloke (bottom centre) is now unable to move to the right. In fact, he's completely stuck - in the Speccy version he can only kill the criminals in the manholes with the bazooka weapon (which he's already used to clear the bottom one, but has then lost the weapon by shooting a civilian). He  can only get the bazooka back by rescuing a civilian (in this case the little boy beside the upper manhole), but because of the collision detection there's no way to get to the boy. All you can do from this point is reset the Speccy, reload the game and start all over again.
